Jesus instituted the Sacrament of Reconciliation so that at all times all men may find in his heart the ocean of mercy. (BM  p. 333).

From Father Tom: The great problem in our time is the disappearance of a sense of sin and any feeling that there is anything to confess.  And thousands are dying in that very dangerous condition.
