Those who posses the riches of the faith have the duty to share them with those who live in poverty, material or spiritual. Thus the Church has always been missionary (BM).

From Father Tom: This thought is no unconnected with the need to me 'missionaries' to the people next door--and we fail on that point quite a lot. This terrible fog of indifference is choking the faith out of millions just as badly as material fog is ruining the health of whole nations.
