After the Council the Fathers have felt themselves more united and strong, more persuaded that they are living, operative and responsible members, the horizon over all humanity has widened (SP Dec 1965).

From Father Tom: This comment seems to refer to the Bishops' feeling that they could direct events in their own Diocese without having to refer everything to Rome. In fact this feeling was only partly correct but under the current Pope, it is more likely to become a reality.
