Among the letters of Saint Paul there are three said to be pastoral: two to Timothy and one to Titus. They are said to be pastoral, because addressed to pastors of souls and give rules relative to the government of the Church...They are to be read and meditated, applying them to the present time (SP Jan 1967)

From Father Tom: These are two of the most moving of the Pauline Letters. Whatever about reading them as pastors of souls in the present time (do we ever see ourselves in that light!)? They are the voice of an old and tired man, awaiting execution but wonderfully in tune with the needs of the Church then and always. What a magnificent Patron we have!
